What to organize first

  1. Assumption version

Record when a cost or program assumption changed and who supplied the new information.

  2. Review response

Note the requested revision and whether it involved a calculation, scope or management preference.

  3. Authority boundary

Distinguish your recommendation from approval and spending decisions owned by other roles.

Start with the work you actually do

Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyze budgeting and accounting reports.

“Not published” preserves unavailable or suppressed source cells. “Above reporting limit” preserves a top-coded source value without inventing a number. A missing state estimate does not establish service eligibility. The data describe wage and salary employment; they do not measure self-employment income.

Record the planning assumptions

Describe the budget period, assigned departments and assumptions supplied for the analysis. Note when cost inputs or program scope changed. Keep the original estimate version distinct from revisions made after new information arrived.

Trace review and allocation

Record the recommendation you submitted, requested changes and who approved the final allocation. If feedback concerns a variance, identify the explanation provided without treating every difference as an analytical error. Separate your review role from spending authority.

Protect financial information

Do not export payroll details, confidential forecasts or department-level source ledgers. Use permitted employment correspondence and your own workload records. Identify the official report version and custodian for authorized review rather than recreating financial tables privately.

Choose your next step

Review the workplace retaliation guide, unpaid wages guide, or discrimination guide if those concerns fit your experience. A job title alone does not establish a claim.
